Typhoon 'Quiel' threatens north Luzon

MANILA, Philippines – Three areas in northern Luzon have been placed under storm signal number 1 as “Quiel” intensified from a tropical storm into a typhoon, weather bureau PAGASA said on Friday.
In its latest weather bulletin, PAGASA said the areas of Cagayan, Isabela and Babuyan Group of Islands are now under storm signal number 1 as Quiel moves closer to northern Luzon.
Quiel was packing maximum sustained winds of of 130 kilometers per hour (kph) near the center with gustiness of up to 160 kph. It was last spotted 770 kilometers (kms) east of Aparri, Cagayan.
The typhoon is forecast to move west at 22 kph.
